A message dated May 9, 1998, was read stating the Senate has passed            
HB 486(L&C) with the following amendment:                                      
                                                                               
Page 37, lines 25 - 26:                                                        
	Delete  "may by regulation or order establish and enforce"                    
	Insert   "may by regulation establish and by order enforce"                   
                                                                               
Page 37, line 28:                                                              
	After  "section."  add the following language:                                
"Regulations adopted under this section should recognize the                  
social and economic circumstances of shareholders and                          
encourage maximum participation consistent with the                            
requirements of AS 45.55.160."                                                 
                                                                               
Page 52, lines 24 - 26:                                                        
	Delete all material and insert:                                               
		"(e) All investigative files are confidential, except that they             
must be disclosed by the administrator as required for discovery               
in an administrative or a judicial proceeding."                                
                                                                               
And so, the following is transmitted for consideration:

"An Act relating to the Alaska Securities Act; and providing for
